Quebec’s housing tribunal published its rent-increase guidelines on Tuesday. Most units will see a baseline four per cent increase, reaching a high the province hasn’t seen in over thirty years.
Tenants’ groups say this couldn’t come at a worse time. Quebec is seeing a big bump in homelessness. Evictions are up by 132 per cent. And the proposed Bill 31 threatens to remove tenants’ right to transfer their lease, which is often used to keep rents low.
