Charles Armstrong, a retired military man who often asks questions at Russell Township Council, is running in the by-election for a councillor. He has run once before for a councillor position and once for mayor.
The by-election is September 30 and is being held to replace Mike Tarnowski who was appointed as Mayor after the previous mayor resigned to take a new job. CJRO is interviewing all of the candidates running for office in this by-election.
Armstrong’s main concerns are about the financial status of the township, which he says is “addicted to money”. He points out that continued population growth will cause the small municipality just southeast of Ottawa to need a major wastewater upgrade which could cost $120 million. This when the township has recently committed to building an equally expensive recreation centre.
He also questions some development choices and what he says is lack of consultation by council with affected residents.
