Earlier this month, Quebec Health Minister Christian Dubé tabled Bill 83 in the National Assembly.
The bill has made headlines for its plan to force doctors to practice in the public health system for the five years following their training or face steep fines.
But less discussed is a pair of provisions that would have new doctors practice specifically in Quebec.
